FBI FOIA Fun!

Instapundit is running links to a piece that states:
“The FBI’s reports to Congress show that the Bureau is unable to find any records in response to two-thirds of its incoming FOIA requests on average over the past four years, when the other major government agencies averaged only a 13% ‘no records’ response to public requests.”
Although I have admittedly not read the piece, two thoughts immediately jump to mind:

1 - Paranoid fears about that all-knowing, all-seeing police state many left/right wing nutters peddle are considerably overblown....

2 - Is the FBI's 'no records' response rate so high because many of those nutters put in FOIA requests for the "FBI Records" of the surveillance performed against them, when none in fact actually exist?

Just thoughts for a Friday night....
